Maeve doesn't know if anyone has ever picked her. Her parents certainly didn't, both of them fucking off before she was even in double digits, her brother hadn't, running off to America without even letting her know where he was going or if he was alive. Jackson had wanted some other version of her, someone to save him, and Otis had picked Ola.
But Steve is telling her plainly he wants her over a future they may or may not ever have.
